March 2011 - Liberia on the OECD white-list

March 2011 - Following the recent signing of its 12th agreement for the exchange of tax information, Liberia has been promoted to the OECD’s white-list of countries that have substantially implemented tax transparency and meet the internationally agreed tax standard.

Liberia’s 12th agreement for the exchange of tax information was signed with Ghana and is seen as an important move towards promoting greater co-operation on the African continent.
Liberia has similar agreements in place with the Nordic countries, France and the UK, amongst others. Furthermore, it has also concluded negotiations for such agreements with a number of other countries, which it hopes to sign soon. The Republic of Liberia is also a member of the Global Forum on Transparency and Exchange of Information for Tax Purposes.

Since the 1st OECD progress report was issued in April 2009, Liberia has now become the 34th jurisdiction to have been moved into the substantially-implemented, internationally-agreed tax standards category.

An OECD Official said, “Liberia has made great progress in a short period. They are clearly committed to this process and are setting a good example in Africa”.

Liberia is Africa’s oldest democratic republic with statutory law based on Anglo-American common law. The Liberian Registry was established in 1948 with the support of the US State Department. Today, more than 60 years after its creation, Liberia is a respected and professional provider of corporate and ship registration services.


Liberia has been upgraded to the OECD’s white list.
